Основне информације о Центру за мир и толеранцију
Центар за мир и толеранцију (ЦПТ) је непрофитна невладина организација, основана 2002. године и регистрована у складу са УНМИК-овом Уредбом 2001/13. ЦПТ је основан са циљем да подржи јачање капацитета локалних институција у већински српским срединама на Косову и залагања за транспарентну и ефикаснију локалну самоуправу. Од 2001. године, Центар за мир и толеранцију руководи Центром за мањинске заједнице у Приштини за старије особе, а почев од 2010. године, Центром за подршку студентима у Грачаници, за студенте са Универзитета у Митровици, као и Алтернативним културним центром. Од фебруара 2010. године, ЦПТ је преузео улогу техничког руководиоца Косовско-стратешко акционе мреже. Током последње три године, ЦПТ је учврстио своју позицију као најактивнија НВО из мањинске заједнице са програмима и активностима у свим деловима Косова у којима живе припадници мањинских заједница. ЦПТ тренутно има 12 запослених радника који раде на пољу уметности и културе, на програму јачања цивилног друштва, на програму подршке омладинском лидерству, пројекту за подршку процеса за повратак и реинтеграцију.

Опис програма
Пројекат “Youth Capacity and Action for Change”  представља грант Европске Уније чије акције имају за циљ да побољшају капацитете омладинских организација опремајући их скупом знања и вештина које су им потребне за активно учешће у доношење одлука и креирању пословних политика које утичу на животе младих људи. Путем ове акције тежимо знатно већој укључености младих у процесима демократизације, државне консолидације и процесима европских интеграција. Сам приступ представља оснаживање младих путем партиципативних приступа заснованим на људским правима и развоју вештина. Пројекат је подржан фондовима EU и ADA, а спроводе га World Vision, Центар за мир и толеранцију и Students Helping Life-Kosovo.

У оквиру пројекта, ЦПТ жели да ангажује локалног консултанта који би одржао дводневни тренинг о Комуникацијама и коришћењу друштвених мрежа у процесу заступања. Иако представљају новоформиране структуре, Локални омладински акциони савети (ЛОАС) морају да сарађују са много различитих актера што изискује различите стратегије комуникације. Ефикасна комуникација је предуслов за ЛОАС да одиграју своју улогу и осигурају стално ангажовање младих. Уколико се комуникација успешно спроведе, то ће повећати мотивацију, унапредити и дати легитимитет процесу доношења одлука и омогућити свеукупно боље функционисање ЛОАС-а. Поменути тренинг треба да буде спроведен на веома интерактиван начин, са могућношћу да полазници уче једни од других на основу размене искустава,а у циљу изградње осећаја власништва и сарадње међу различитим актерима ЛОАС-а.

Тренер треба да припреми модул обуке, да припреми приручник са саветима и препорука о томе како да полазници формулишу поруке јавног заговарања, и да обуку спроведе на интерактиван начин. 

Циљеви:
- Да се ЛОАС подуче комуникационим техникама и коришћењу медија за јавно заговарање,
- Да се ЛОАС подуче практичним вештинама како би правилно пренели поруке јавног заговарања различитим примаоцима и како да документују своје успехе.

Обавезно/пожељно искуство и вештине консултанта
- Искуство и знање о правима младих, друштвеном ангажману и јавном заговарању. 
- Познавање модела који користе невладине организације које раде на Косову и у ЕУ земљама у областима оснаживања младих и коришћења друштвених мрежа. 
- Експертиза у сличним врстама тренинга.
- Способност рада у тиму и примању упутстава.
- Врло добро планирање и вештине правилног управљања временом.
- Одлично знање енглеског, српског и/или албанског.  
- Доступност и посвећеност током процеса обуке.

Улоге и одговорности консултанта:    
- Да припреми тренинг модул на основу извештаја о процени потреба ЛОАС-а, 
- Да припреми приручник/кратко упутство са саветима и препорукама  о томе како се формулишу поруке јавног заговарања,
- Да припреми Power Point презентацију са најмање 20 слајдова,
- Одржавање тренинга на српском или енглеском или албанском, 
- Да заједно са учесницима припреми садржај који ће бити објављен у електронским новинама (е-newsletter),
- Да заједно са учесницима организује кратку дискусију о стратегији комуникације на тему „Шта треба урадити да би Акциони план Савета био усвојен и спроведен од стране локалне самоуправе“,
- Да да повратну информацију са тренинга у писменој форми у вези са конкретним питањима/потребама/проблемима изнетим од стране учесника тренинга.

Introduction
Background Information on CENTER FOR PEACE AND TOLERANCE
The Center for Peace and Tolerance (CPT) is a non-profitable nongovernmental organization, founded on 2002 and registered in accordance with UNMIK Regulation 2001/13. CPT has been founded with the aim to support strengthening capacities of local institutions in Kosovo Serb dominated municipalities and advocate for transparent and effective local governance. Since 2001, Center for Peace and Tolerance is running a Minority Community Center in Pristina for elderly people and since 2010 a Student Support Centre in Gracanica for students of Mitrovica University and the Alternative Cultural Centre. From February 2010, the CPT has assumed the technical management role of the Kosovo Policy Action Network. Over the past 3 years the CPT had established itself as the most active minority NGO covering with its programs and activities all minority areas in Kosovo. The CPT is currently employing 12 staff members who are working in the field of Arts and Culture; Civil Society Strengthening Program, Support to Youth Leadership Program, Support to Returns and Reintegration.
Programme Description
Youth Capacity and Action for Change project is an EU grant which actions aims to improve the capacities of youth organizations by equipping them with a set of knowledge and skills they need for an active participation in decision and policy making affecting young peoples’ lives. Through  this  action  we  target  a  significantly  higher  involvement  of  youth  in  the democratization, state consolidation and EU integration processes. The approach is empowerment of youth through rights based participatory approaches and skills development. The projects funded by EU and ADA is implemented by World Vision, Centre for Peace and Tolerance and Students Helping Life- Kosovo.
In the framework of this project CPT seeks to contract a local consultant to conduct a Two-day Training on Communications and Use of Social Media in Advocacy. Even though a newly established structure, Local Youth Action Councils (LYACs) have to work with many different actors which require different strategies of communication. Effective communication is a prerequisite for LYACs to play their role and ensure continuous engagement of youth. If communication is done effectively it will increase motivation, improve and legitimize decision making and will enable overall better functioning of the LYACs. This training should be delivered in a very interactive way with possibilities to learn from each other’s experiences in order to build a sense of cooperation and ownership amongst the varied LYACs stakeholders.
The trainer should display the human and technical capacity to prepare the training module, to prepare manual with tips and advices on how to formulate advocacy messages, to conduct the training on a very interactive manner.
Objectives:
- To teach LYACs communication techniques and use of media for advocacy,
- To teach LYACs practical skills to effectively communicate advocacy messages to different audiences and document their successes.
Required/preferred experience and skills of the consultant:
- Experience and knowledge on youth rights, social engagement and advocacy field.
- Knowledge of models used by organizations and NGOs working in Kosovo and EU countries in the field of youth empowerment and use of social networks.
- Expertise in similar types of trainings.
- Ability to work in a team, delegate authority, and take instructions.
- Very good planning and time management skills.
- Excellent knowledge of English and Serbian or Albanian.
- Availability and commitment during the training process.
Roles and Responsibilities of the service provider:
- Prepare the training module according to the assessment report,
- Prepare Power Point presentation, at least 20 slides,
- Prepare the manual/short guide with tips and advices on how to formulate advocacy messages,
- Conduct the training in Serbian and English or Albanian,
- Together with participants develop draft of e-newsletter,
- Together with participants discuss about communication strategy on “What needs to be done for LYAC’s Action plans to be adopted and implemented by the local government”,
- Availability for 1-2 days to provide written feedback /advice with regard to specific issue raised by Local Youth Action Councils.

TERMS OF REFERENCE
Careers’ Centre Development Officer
University in Mitrovicë/Mitrovica


Objective

In collaboration with the Rectorate of the University in Mitrovica/Mitrovica, Faculty Deans, Centre for Peace and Tolerance and the Youth and Higher Education Unit at the OSCE Mission in Kosovo, the Development Officer/Coordinator of Career Centre will organize, maintain and operate a Career Centre and provide a wide variety of career information and material of the centres work, useful information for career development, communicate with students, faculty, parents and business and community representatives concerning career planning and employability issues.

Tasks

•    Build and maintain a strong network of external contacts with local and regional stakeholders.
•    Organize and manage medium to large-scale public events in a manner consistent with University standards and policies.
•    Deliver a number of individual and group career guidance sessions weekly.
•    Develop a time-bound action plan to streamline workflow and ensure delivery of services
•    Provide leadership in planning the future development and integration of the centre.
•    Liaise and work closely with the senior management, faculty, and students.
•    Co-ordinate the day-to-day operations of the Career Centre and schedule career events, activities, programs and speakers.
•    Develop the capacity of the Career Centre staff by identifying training needs and assisting the creation of personal development plans for students.
•    Develop and maintain a current and comprehensive occupational library including information on careers and career clusters, employment prospects and trends and employment requirements and opportunities; obtain and circulate current postgraduate university catalogues and postgraduate scholarship information.
•    Publicise the work of the Career Centre using a variety of communication techniques.
•    When necessary attend meetings, conferences and seminars with career centre themes and represent the Career Centre.
•    Provide advice to faculty on developing the employability aspects of academic programs.
•    In co-operation with university stakeholders and experts develop a strategic plan for the Career Centre.
•    Plan and use statistical software to analyse use of services by stakeholders.
•    Identify, plan, coordinate and conduct appropriate student training within area of responsibility.
Qualifications:

•    Completed (or near completion) Bachelor Degree in Law, Business, Communication or Social Sciences;
•    Management and/or public relations experience in an educational environment an asset.       
•    Possess excellent interpersonal skills in the areas of collaboration, team participation, creative problem-solving, conflict resolution and negotiation, group planning and decision-making processes.
•    Excellent knowledge of Serbian and English. Knowledge and of any other language spoken in  Kosovo is a distinct advantage
•    Good communication skills and experience in student engagement
•    Strong organisational skills, ability to fulfil tasks on time

Clubs/Societies Development Officer (2 posts)

Objective

In collaboration with the Rectorate of the University in Mitrovica/Mitrovicë (UM), the Student Centre, Faculty Deans, students, Centre for Peace and Tolerance and the Youth and Higher Education Unit at the OSCE Mission in Kosovo, the Clubs/Societies Development Officer will provide overall high level coordination and development support to UM diverse clubs and societies and, communicate with students, faculty, and all other relevant stakeholders.

Tasks

•    Promote the idea/concept of University Clubs and Societies among the student body and university staff through presentations/tutorials and marketing strategies;
•    Ensure communication/collaborations among the student body of the University, academic /administrative staff, the Student Union and relevant external stakeholders;
•    Support interest groups to form and run clubs and societies, including assistance to draft/revise clubs/societies’ constitutions and perform basic accounting;
•    Assess and identify the training and development needs of student clubs and societies and organize and deliver a program of training to meet identified needs;
•    Maintain and manage various databases relating to student activities, ensuring information is up to date;
•    Develop a time-bound action plan to streamline workflow and ensure delivery of services;
•    Publicise the work of UM Clubs & Societies using a variety of communication techniques;
•    Co-ordinate the day-to-day operations of the recreational centres in Mitrovicë/Mitrovica and Leposavic and ensure the right of access for student members to available resources and facilities.

Qualifications:

•    Completed (or near completion) Bachelor Degree in Law, Business, Technical Science, Communication or Social Sciences;
•    Management and/or public relations experience in an educational environment an asset;

•    Organization of 15 Clubs/Societies activities in collaboration with Presidents of Societies/Clubs and their members, and provision of photos, participants’ list and financial records (receipts, invoices etc.);
•    Organization of a campaign across the university body to promote the idea/concept of University Clubs and Societies and encourage students to participate in their establishment
•    Organization of a series of training for Clubs/Societies Presidents and committee members on how to efficiently and effectively manage a society/club;
•    Creation and maintenance of a digitalized member database of Clubs/Societies and provision of statistics and records on student use of the recreational centres in Mitrovicë/Mitrovica and Leposavic;

Coordinator of Youth Empowerment Support (Y.E.S.) Centre in Gračanica/Graçanicë



Objective

The Centre for Peace and Tolerance intends to recruit a Coordinator to provide leadership in planning the development of the Y.E.S. Centre in Gračanica/Graçanicë. The suitable candidate will liaise closely with CPT, OSCE/YHEU, and Senior Management at the University in Mitrovicë/Mitrovica, the Student Union, and all other relevant stakeholders.

Tasks and Responsibilities

•    Provide leadership in planning the further development of the Y.E.S. Centre;
•    Liaise and work closely with faculty, students, youth, external stakeholders and partners;
•    Coordinate the day-to-day operation of the Y.E.S. Centre and schedule student events, activities programmes and speakers;
•    Develop a time-bound action plan to streamline workflow and ensure delivery of services,
•    Organize and manage small to medium-scale public events in a manner consistent with University standards and policies;
•    Build and maintain a strong network of contacts locally and regionally;
•    Identify youth and students’ recreational, social and cultural needs and plan for the future;
•    Publicise the work of the Y.E.S. Centre using a variety of communication techniques;
•    Evaluate training session and activities which are in conjunction with additional education;
•    Submit a weekly report of the Y.E.S. Centre’s activities to the OSCE and CPT.

Deliverables

•    Weekly reports on the Centre work to the CPT and OSCE/YHEU staff;
•    Soft and hard copy records of all activities (attendance sheets, evaluations by trainees, photos of activities, language/ICT programs, promotional materials, certificates, cover letters);

•    10 lifelong education mini-courses x 60 students/youth and provision of attendance lists, photos and CVs of trainers;
•    3 English language courses (PET, KET and TKT) x 32 students/youth/teachers in collaboration with the British Council and high schools, and provision of attendance lists, photos, CVs of trainers, cover letters of applicants, study programs, certificates;
•    Organization of 2 ICT courses for 30 youth/students in collaboration with the ECDL Foundation and provision of attendance sheets, cover letters of applicants, parents' statements of income for ECDL eligible students, certificates, study program;
•    Organization of 4 French Cultural events in collaboration with the Alliance Francaise and provision of photos, invitation letters, and promotional materials;
•    Creation and maintenance of a digitalized users’ database for the Y.E.S. Library’s Corner and provision of additional list of books for purchase and library logs;
•    Provide statistics and records on student use of the Student Support Centre (monthly);
•    Provide final activities’ reports;
•    Provide progress report (July);
•    Provide self-evaluation final report by December 10 2012;
•    Provide evaluation forms and student questionnaires (ad hoc basis and at least twice a year).

Necessary Qualifications

•    Completed (or near completion) Bachelor Degree in humanities;
•    Experience of at least 2 years as a manager in an educational setting (NGO, school and/or university administrator, students’ union representative);
•    Experience in organizing training sessions & drafting reports/projects;
•    Excellent knowledge of Serbian and English. Knowledge of any other language spoken in Kosovo is a distinct advantage;
•    Excellent interpersonal skills (creative problem-solving, conflict resolution, negotiation, group planning, and decision-making skills);
•    Good management and communisation skills;
•    Strong organizational skills and ability to follow the set tasks;
